additional permits and licenses are required from the state and federal government, particularly
if your business can affect the public's welfare. This page concerns selling alcohol or tobacco

Alcohol may not be sold to anyone under the age of 21. Alcohol sales are regulated by the State's Alcoholic Beverage Control Department. This
department classifies liquor into two categories: hard liquor and "soft" beer and wine.
Two licenses are available in each category: one to sell liquor for on-site consumption, and
the other to sell liquor to take home called "offsale" because the liquor is consumed off
the premises.
Hard liquor: The State only allows a certain number of licenses to sell hard liquor. To
get one, you must buy an existing liquor operation or wait for a license to become available.
Beer and wine: Beer and wine licenses are generally available. An onsale beer and wine
license costs approximately $300 (one-time fee) plus $304 annually. An offsale license costs $100
plus $220 annually.

| Selling tobacco products? | |
Tobacco may not be sold to anyone under the age of 18. You must obtain a license from the State Board of Equalization and pay a $100 licensing fee for each location selling tobacco.

There are various taxes and permits that apply to you which are administered
by the Board of Equalization.
Any business involved in disposing of hazardous waste must pay
Hazardous Substance Tax. Visit

Large trucks which have 2 axles can haul over 26,000 pounds (or 3 or more axles regardless of
weight) and travel across state borders must get a permit with the Board of Equalization. The cost is minimal.

Manufacturers or distributors of products containing lead (e.g. paint), should contact the
